Your client will normally have to shown that it is not possible to adapt their current home successfully or that an adaptation would be unreasonably expensive. This applies whether it is a social rented property or owned by your client. Since a private landlord can refuse permission for an adaptation, this would be grounds for needing to move.
Unless your client currently owns their home, it is unlikely that they will receive public grant to buy if social rented housing options haven't been explored. This is because granting towards public ownership is seen as a more acceptable option to public bodies. Your client will therefore have to prove that there is no appropriate council or housing association property on offer to them within a reasonable timeframe
